To tick off

Clarify before the move

  • Clarify your status: employment, self-employment, pension, posting or no activity.
  • Ask your health insurer (Krankenkasse) about the EHIC, the S1 and the day on which your cover in Germany ends.
  • Ask the Health Insurance Organisation (HIO) whether and from when you are listed as eligible.
  • Note your date of entry so that you keep track of the registration deadline.
  • Ask the migration department which documents belong to the proof of health insurance.
  • For a policy, have the scope of cover, area and term confirmed in writing.
  • Plan the time until possible access to GeSY with interim cover.
  • For partners and children, clarify whether they are co-eligible through your status.
  • Ask how you later choose a personal doctor and enter yourself on that doctor’s list.

In detail

Everything about Cyprus, step by step

The systemHow the public healthcare system works in Cyprus

Here you see how access is structured and what you clarify about it beforehand.

Entitlement to benefits of the General Healthcare System (GeSY) belongs to those who are ordinarily resident in the government-controlled areas of Cyprus and belong to the groups of persons named in the law.

The system is financed, among other things, by contributions paid by employees, employers, self-employed persons, pensioners and people with other income. This page does not state the contribution rates; how high your contributions would be is something you clarify with the competent body.

Those who are eligible generally enter themselves on the list of a personal doctor of their choice; children up to 15 years on the list of a paediatrician, or where there is none, of a personal doctor.

Which doctors near you have contracts with the system and how registration works, you find out from the Health Insurance Organisation (HIO, Οργανισμός Ασφάλισης Υγείας).

Obligation and accessWhen you get access to the system in Cyprus

In principle, the country responsible for health insurance is the country where you work, otherwise the country where you live; nationality does not count.

EU citizens belong to it if they work in Cyprus as employees or self-employed persons, retain that status or have acquired a right of permanent residence; Regulations (EC) No 883/2004 and 987/2009 apply where applicable.

The text of the law lists no separate group for economically inactive persons with a right of residence under the registration rules among those eligible. Whether the Health Insurance Organisation (HIO) admits economically inactive persons in practice, you clarify with the HIO before the move.

Family members of an eligible person are themselves eligible; family members include the spouse, children under 21 and older children who are supported by the person or the spouse.

SituationWhat the sources sayWhat you clarify
EmployeesEU citizens belong to it as employees, self-employed persons or with a right of permanent residence.Ask your employer from when the employment relationship applies and which registration it takes care of.
Seconded employeesAnyone posted abroad for less than two years remains insured in the home country; if they move to the country of posting, they apply to their Krankenkasse (German health insurer) for form S1.Ask your Krankenkasse whether you remain insured during a posting or need the S1.
Self-employed and business ownersThe system is financed, among other things, by contributions paid by employees, employers, self-employed persons, pensioners and people with other income.Ask the competent body how registration as a self-employed person and the contribution obligation work for you.
Investors and people of independent meansEconomically inactive persons with a right of residence are not listed as a separate group in the text of the law.Ask the HIO whether and from when you get access without working, and clarify until then how you are covered.
Retirees with a pension from GermanyAnyone who receives a pension from another EU country and is entitled to health benefits there applies there for form S1 and has it registered with the health insurance institution in the new country of residence; it certifies the entitlement to healthcare in the country of residence.Ask your Krankenkasse and the pension insurance institution whether you can get an S1.
FamilyFamily members of an eligible person are themselves eligible. For partners and children, clarify whether they are co-eligible through your status or need their own proof.
ProofWhen proof of health insurance is required

EU citizens have a right of residence for up to three months without conditions and without formalities other than holding a valid identity card or passport.

For a stay of more than three months, EU citizens in Cyprus must be employees or self-employed persons or have sufficient resources so that they do not become a burden on social assistance, and must have comprehensive health insurance cover in Cyprus.

Anyone staying longer than three months registers within four months of arrival and receives a registration certificate (MEU1). Economically inactive persons show sufficient resources and full health insurance in Cyprus at registration; the authority may not set a fixed amount for sufficient resources that lies above the threshold for social benefits. Which policy the migration department recognises as comprehensive cover is something you clarify there before you take one out.

You can check these three routes; which one is open to you, you clarify with the authorities.

Private policy for the right of residenceFor a stay of more than three months, Cyprus requires sufficient resources and comprehensive health insurance cover in Cyprus from economically inactive persons.Have it confirmed in writing that the policy applies in Cyprus and covers the protection that the migration department requires.
Transition from GermanyThe EHIC applies only to a temporary stay.Ask your Krankenkasse until when your cover applies and whether an S1 is an option for you.

Whether private or international health insurance bridges the time until possible access to GeSY and provides the proof for the right of residence is a question for the migration department and the HIO. You check the pages of the HIO and the Ministry of the Interior on the day of your move against the status of this page.

In GermanyWhat you clarify in Germany before you move

Before you deregister (Abmeldung) in Germany, you clarify in writing what happens to your current insurance. The questions below apply to any destination country. They are questions, not legal advice: the answers are in your contract documents or come from the body you ask.

Three Cyprus topics you clarify beforehand with your Krankenkasse: the EHIC, a possible S1 (form for entitlement in the new country of residence) and the day your cover in Germany ends. The European Health Insurance Card (EHIC) applies only during a temporary stay in another EU country and only for public providers; when you move your habitual residence, the EU Commission names form S1 instead.

If you have statutory insurance: questions for your Krankenkasse

  • What happens to my membership when I deregister in Germany, and on what date does it end?
  • Can I suspend the membership or take it up again later, and under what conditions?
  • What confirmation of my previous insurance periods do I receive, and how quickly?
  • What applies to co-insured family members: who stays insured and who does not?
  • Is an S1 an option for me, and who issues it?
  • Until which day does my cover apply, so that no gap arises between Germany and Cyprus?

If you have private insurance: questions for your insurer

  • Does my contract end with the move, is it suspended or does it continue?
  • Is there an Anwartschaft (a German option to keep certain rights in private insurance while abroad), and what is preserved under it? Ask about the difference between the small and the large Anwartschaft, and whether a new health assessment would be needed on a return.
  • Does my contract apply in the destination country, and for how long at a stretch?
  • Which documents do I receive in writing before I cancel?
  • Does the policy apply in Cyprus for the entire duration of my stay, and does it cover inpatient treatment?
  • Does the insurer confirm in writing that the policy is intended as comprehensive cover for the purposes of registration?

Do not cancel any contract before it is clarified in writing what applies afterwards. We explain the connections on the pages Health insurance when emigrating and PKV and Anwartschaft. For families, there is more at Health insurance for the family abroad.

Stumbling blocksTypical mistakes with health insurance for Cyprus
  1. EHIC as a permanent solution

The EHIC applies only to a temporary stay. Ask your health insurer (Krankenkasse) about the route for a change of residence.

  2. Assuming that registration brings access to the system

Economically inactive persons with a right of residence are not listed as a separate group in the text of the law. Ask whether the registration certificate also opens access to GeSY, and clarify access before the move.

  3. Missing the registration deadline

Anyone staying longer than three months registers within four months of arrival. Note your date of entry and clarify the documents beforehand.

  4. Taking out a policy without checking with the authority

Have your insurer confirm what the policy covers for Cyprus, and ask the migration department whether it accepts the proof in that form.

FAQ

Frequently asked questions about Cyprus

As a newcomer, am I entitled to the GeSY healthcare system?

That depends on your status: entitlement to benefits of the General Healthcare System (GeSY) belongs to those who are ordinarily resident in the government-controlled areas of Cyprus and belong to the groups of persons named in the law.

EU citizens belong to it if they work in Cyprus as employees or self-employed persons, retain that status or have acquired a right of permanent residence; Regulations (EC) No 883/2004 and 987/2009 apply where applicable. The text of the law lists no separate group for economically inactive persons with a right of residence under the registration rules. Ask the Health Insurance Organisation which group applies to you, and until then clarify with your Krankenkasse how you are covered.

Do I need proof of health insurance for registration in Cyprus?

For a stay of more than three months, yes, if you do not work: for a stay of more than three months, EU citizens in Cyprus must be employees or self-employed persons or have sufficient resources so that they do not become a burden on social assistance, and must have comprehensive health insurance cover in Cyprus.

Economically inactive persons show sufficient resources and full health insurance in Cyprus at registration; the authority may not set a fixed amount for sufficient resources that lies above the threshold for social benefits. Ask the migration department which documents it requires for your situation, and keep the confirmation of your insurance for the appointment.

Is a private or international policy enough for Cyprus?

The text of the law requires comprehensive health insurance cover in Cyprus but does not say which policy is sufficient.

For a stay of more than three months, EU citizens in Cyprus must be employees or self-employed persons or have sufficient resources so that they do not become a burden on social assistance, and must have comprehensive health insurance cover in Cyprus. Have your insurer confirm what the policy covers in Cyprus, and ask the migration department before you take it out whether it accepts the proof in that form. Also check whether the policy covers inpatient treatment, emergencies and repatriation, whether there are waiting periods or exclusions, and whether the cover runs for the entire duration of your stay. Keep the insurer’s confirmation in writing so that you can present it at the appointment. More on the policy at international health insurance.

By when do I have to register in Cyprus?

Anyone staying longer than three months registers within four months of arrival and receives a registration certificate (MEU1).

EU citizens have a right of residence for up to three months without conditions and without formalities other than holding a valid identity card or passport. Note your date of entry and clarify the documents before the move. For people with work in Cyprus, the rules in the section “When you get access” apply. Also clarify with the migration department whether you need an appointment in advance, which documents have to be translated and how you present the proof of your insurance there. Allow time for these steps so that the deadline does not become tight.

Does my EHIC apply if I move to Cyprus?

The European Health Insurance Card (EHIC) applies only to a temporary stay in another EU country and only for public providers; if you move your habitual residence, the European Commission names the S1 form instead.

Anyone who receives a pension from another EU country and is entitled to health benefits there applies there for form S1 and has it registered with the health insurance institution in the new country of residence; it certifies the entitlement to healthcare in the country of residence. Whether an S1 is an option for you and until when your card is valid in a move, you clarify with your Krankenkasse. Also ask whether the card also applies to family members who move with you, and which documents the Krankenkasse requires for an S1. Start early, because issuing it can take time and you will want to have the confirmation in hand before the move.

Are my partner and children insured through me?

Family members of an eligible person are themselves eligible; family members include the spouse, children under 21 and older children who are supported by the person or the spouse.

That applies if the main person belongs to the eligible groups. If you move as an economically inactive person, you clarify with the Health Insurance Organisation what applies to your family, and with your Krankenkasse how the family is covered in the transition period. Also ask whether different proof applies to children than to adults and whether a day without cover can arise when switching between German and Cypriot cover.
